Training & Experience

Would you mind sharing how psionic training and Battlescape experience work in Apocalypse? (100 - 100/3 * current stat/starting stat) seems vaguely plausible for hybrids in psi-training, but humans seem to have a lot less than 2/3 chance for Psi-energy gain at game start (I know Psi-attack and Psi-defense won't increase due to Psi-energy below 20).
