Larger anti-grav units give more speed and acceleration for Hovercars and other small airborne vehicles.  From: Apocalypse Ufopaedia

This engine comes as standard on the Marsec Phoenix Hovercar vehicle available to X-Com. It is the best engine for the Hoverbike.
