The Blazer Turbo Bikes is an unarmed single person transport. Its only means of expansion is a single small-engine upgrade. It is commonly used by civilian organizations for private or recreational use and is otherwise not suited to X-COM's needs. However, should X-COM fall into hard times and require a cheap means of transport that's faster than the people tubes, or you wish do some roleplay or a challenge, then this is it. It is also the only purchasable vehicle that's not produced by Marsec and therefore the only vehicle X-COM will be able to buy should relations with Marsec turn hostile.
Note that with the Road Wars mod, Blazer Turbo Bikes can be armed with small weapons and the road system can be made indestructible. It's still hard to see a use for this vehicle, but it might prove an irritating distraction for hostile flyers.
