Abilities:
- EXALT Elite Heavies have the Holo-Targeting, Suppression and Rapid Reaction abilities, in addition to Fire Rocket. They also have a gene mod called Iron Skin, which is similar to Will To Survive.
- EXALT Heavies can still fire their rockets (if they haven't already) after the Covert Operative hacks a Comm Relay; be careful!
