If you like this "Funding Nations Only" approach, try "1 Mission X-COM", described on my talk page. It's a more hardline version of this, based on the premise that X-COM only is able to intercept a single UFO. The only challenge that isn't explicitly in 1 mission X-COM that is in your 'funding nations only' mission is the "No Reload" rule, which can be voluntarily adhered to.
