Dum.bin files are redundant files used to maintain the directory structure of empty directories. In X-Com's case to maintain the save game directories.
Older file compression programs could not store empty directories. To keep the directories intact, stub files filled with nothing important were created to keep the directories in place. This was done mainly by very simple installers that installed a program by simply uncompressing a compressed file into a directory and not really doing much else. This was quite a common practice used by many old programs, not just games.
dum.bin files are debris left behind by an old installer and can be safely deleted. In short, they are not part of the game.
