Incendiary weapon rankings include direct impact effects only. Additional damage is inflicted for being "on fire". On average this is 25.8/turn (40 max), rising slightly toward 30/turn with each additional IC hit. "On fire" can continue for 1-5 turns (avg: 3), for a total of 0-200 max additional damage (avg: 77.4 - 90).
It's possible that Incendiary weapons are comparatively effective vs Reapers, since they ignore armour and ''may'' cause multiple damaage to large units. However the mechanics of Incendiaries are not yet well enough understood to do exact modelling.
