I don't think so. I lost China to a pact and wiped out the base on their soil. After some months, I went into the Funding screen and noticed that I keep getting money from them. Their Funding row should be zero, yet it is $480,000 with zero change. I have had eight months in a row, all with Excellent rating. :It's been noted in the past that some of the DOS builds do allow funding nations to return to funding if you do exceptionally well; however, I've never encountered this in Collector's Edition. And in all honesty, I figure that makes more sense. The aliens probably would be fairly pissed off if people started backing out of deals with them.
