Every base has one in a predetermined position and is used both to bring items into and to get items out of the base. Heavy-duty anti-grav fields ensure that even the heaviest items and equipment are lowered and lifted safely.
Every X-Com base position across all difficulties will have one Access Lift per layout.

During base attacks, this is where most enemies will enter unless they are using a hangar, and this is also where your troops or scientists can flee the battle.
If a Base Defense mission is started, this facility is the only exit point in which any X-Com unit may escape, but it is also the main entry point for invaders.
