If there is enough damage inflicted upon the network some areas of Mega-Primus can became sealed off until the tubes are rebuilt. This might delay or prevent the arrival of newly recruited X-COM scientists and engineers if the taxi services of Transtellar becames unavailable.
People Tubes are very fragile and are usually one of the first structures to be destroy during ship fighting on Mega-Primus.
