- The rewards from council missions???: but the number of council missions doesn't scale. (not verified, would be unbalanced, supposedly scales)
- fatigue from gene mods???: (unconfirmed, supposedly doesn't scale)
- panic supposedly doesn't scale properly, but i don't know exactly how
