For a starter, if you want to manually recruit agent, know that you can choose a starter perk.  This will be that agents Rank 1 perk.  Also, agents recruited by Dispatch missions can not be customized.

Medical training has enabled this agent to tend to his own wounds, allowing him to survive longer on the battlefield.

Bonus:
Increases damage while flanking by 20%
Description:
Experience running clandestine operations overseas has made this agent exceptional at sniping unsuspecting targets.
FBI Field Agent
Bonus:
Increases accuracy with weapons by 10%
Description:
Years of fighting organized crime has taught this agent how to accurately fire under pressure.
Commando:
Deniable Ops
Bonus:
Reduces chance to be hit by enemy weapons.
Description:
Running multiple unofficial operations in various parts of Indochina has trained this agent to move safely while under enemy fire.
Korean War Veteran
Bonus:
Deals 10% more damage to flanked targets.
Description:
Battlefield experience from the Korean War has made this agent proficient in the tactics associated with storming enemy-held positions.
Engineer:
Grease Monkey
Bonus:
Increases the duration of all abilities.
Description:
This agent’s mechanical ingenuity fortifies his weapons to be tougher and last longer.
Gunsmith
Bonus:
Increases accuracy with weapons by 10%
Description:
Professional experience crafting and maintaining firearms allows this agent to wield weapons more effectively.
General:
Endurance Training
Bonus:
Takes less damage in combat.
Description:
This agent has gone through additional physical training that allows him to survive longer in combat.
Technical Training
Bonus:
Recharges abilities faster.
Description:
This agent has been given additional technical training, allowing him to use abilities more frequently.
Combat Training
Bonus:
Deals 10% more damage with weapons.
Description:
This agent has been given additional combat training, allowing him to deal more damage with weapons.
Adrenal Conditioning
Bonus:
Regenerates minor wounds 15% faster.
Description:
This agent has gone through additional physical hardening to condition his body to recover from injuries faster.
