A Living Quarters is used to house units at an X-Com base.
Living Quarters are needed to barrack all X-Com units and must have free capacity if accepting new transfers.
An agent given a destination towards an X-Com base via "Go To Building" (agent uses the People Tubes), will not take up living space once they arrive since they are just visiting.
